In area where male raccoon hit there is a change in speed from 30 mph to 40 mph when heading North. Body on East side of road shoulder. Appears that someone hit the raccoon while he was on the shoulder. May have been purposely hit. Weather at time of observation: 72 degrees F, sunny. Apartments on West side of road and closed garage on East side.
