Mostly clear overhead. Area was dry, but there was probably snow on the ground nearby, in north-facing areas. There is a bridge re-construction ongoing behind this location the road, which slows people down. I would wager someone was accelerating rather hard after passing the bridge construction site, and thus didn't have time to prevent the message, but this is speculation. The roadkill location is surrounded by national forest to the east and west, although there is some mixed use and a lake/camp site further to the west.
