Cub was laying in road, mother pacing on west side. She went to cub and dragged it two feet and then went back into woods. She came out with a second cub and they both sniffed dead cub. Both went back into woods. Traffic was stopped in both directions. I drove slowly by. Not safe to move dead cub out of road. Called 911 and left the scene. It appears the three bears were crossing east to west.
