Freeway on both sides has hillsides, homes, businesses and lots of areas for opportunistic feeding and nesting. Two raccoons where hit here at the same time. They must have been running across with each other. Possible family running across freeway and parents unfortunately hit. Looked for sign of baby raccoons but could not hear anything over the roadway noise.
